On the way toward EU grants

An architectural contest for a new seat of the National Polish Radio Symphony Orchestra (NPRSO) in Katowice was decided in December 2008. A chosen design was prepared by Konior Studio. Nowadays the project enters its final phase – an application for European Union grants of the European Regional Development Fund.

A building permit for the NPRSO project was given in December 2009 (decisive clause in February 2010). According to Małgorzata Domagalska, Chief Specialist in the City Hall’s European Funds Office, the project’s application is going to be filed in the Ministry of Culture and National Heritage (MCNH) in a few days. “It will be the second step of a substantive evaluation. We have to file the application in the Ministry until 30th of June 2010. The NPRSO project is estimated within the framework of the Infrastructure and Environment Operational Programme for the years 2007-2013, the Ministry is the Intermediate Body for this Programme*. After the evaluation made by the MCNH and its affirmative opinion, the application for EU grants can be send to the European Commission.” – she explained.

“Except the Polish parties preparations and the evaluation taken by the EC, the project’s specification is also marked by the JASPERS institution – managed by the European Investment Bank (EIB). We cooperate with JASPERS in this project since December 2009. The institution evaluates and improves the project’s quality in the area of a feasibility study, environmental documents and the application file in the second stage of evaluation.” – Małgorzata Domagalska added.

It will take three months at least to evaluate the application by the European Commission. An announcement for a prime contractor is planned for autumn. Construction works would start in the turn of 2010 and 2011. A total cost of the investment is estimated at PLN 260 million. The new seat of NPRSO will cover area of 43 255 sq. meters, the building size is: 115,00 x 61,60 m.
