On 17th of June, the City Hall decided a competitive tender for construction work on the International Convention Center (ICC). The most advantageous bid was made by the consortium lead by Grupa 3J S.A. However, two companies of twelve tendering for the contract – Polimex-Mostostal S.A. and Warbud S.A. both based in Warsaw – appealed from the decision in the National Appeal Chamber (NAC).
The Chamber admitted the appeals. According to procedures, the NAC ordered the City Hall to repeat an estimation of the bids. The offer had made by Grupa 3J was excluded from the re-estimation process (reason: professional experience of construction site managers notified in the bid was unsatisfying). After the re-estimation, the bid made by Polimex-Mostostal S.A. is announced as a winning offer now. The only evaluation criteria was a gross tender price.
“At present, the companies tendering for the contract have the right to appeal from the decision by 4th of August” – said Janusz Nowak, Project Manager of the ICC.
The value of the bid proposed by Polimex-Mostostal does not exceed PLN 237 million (excluding VAT) which is an estimated cost of the investment made by the awarding entity (the City Hall of Katowice). A total cost of the ICC amounts PLN 303 million.
Polimex-Mostostal is an engineering and construction company that has been on the market since 1945. The company is distinguished by a wide range of services provided on general contractorship basis for the chemical as well as refinery and petrochemical industries, power engineering, environmental protection, industrial and general construction. It is known for construction of the “Legia Warszawa” and “Wisła Kraków” football stadiums as well as of the Museum of the History of Polish Jews in Warsaw (under construction).
Polimex-Mostostal have been listed at Warsaw Stock Exchange for more than 10 years now.
